A: You can't take relic with summoning.
B: You can't PA after summoning (and you also don't get traits), so good luck making 9" charges.
C: Nothing says 'from reserves', that is not a rule and hasn't been for the entire edition (edit: technically it is, just only in narrative missions). It's just a short hand for setting something up outside 9". Guess what telepathic summoning does?

That's right, it adds a unit to your army and sets it up outside 9". What does auspex trigger off?

Something setting up within 12". It triggers off da jump, I really don't know why you thought that summoning would get around it.
