It seems that way, which is why many people look at it as such. But there are a few holes.
First, as per the BRB the whole unit is declared to be in Deepstrike Reserve along with its Dedicated Transport. You don't state that the Transport is in Deepstrike Reserve and then there is a unit embarking into it ("oh but *that* unit isn't Deepstriking"). Yes, Codex > BRB but there is nothing in the Codex overriding the type of Reserve the unit is in, it simply modifies how they arrive via Deepstrike.
Second, if your interpretation was correct - you would not disembark until after all the other Deepstrikes were resolved (since they're done all at once at the beginning of the turn, and normal disembarks are done during the movement phase), since the units disembarking are arriving "normally". Yes, it says "immediately" but that simply introduces confusion as then you have this exact question coming up. If they are arriving via Deepstrike, there is no problem with the rules, only a tactical problem remains.
Third, if your interpretation is correct what type of Reserve is the unit within the Pod actually defined as, if it isn't Deepstriking?
And we're only discussing when the unit arrives, as that is what the psychic power and Deepstrike rules address. Once it has arrived, it can do whatever else it is allowed to do (including Run) and the Warpquake (or Difficult Terrain) will not affect it as they are moving inside its effect radius via Run and not Deepstrike.
And realistically - there are only 2 situations where I can this of this issue appearing. Warp Quake and Difficult Terrain (becoming Dangerous to units arriving via Deep Strike). And Warp Quake is the only time you might have a unit Mishaping without its Pod as you can't move (during the disembark) onto friendly/enemy models, impassible terrain or off the board. The only thing the Pod is doing is modifying how the units arrive via Deepstrike, it doesn't mean they aren't Deepstriking at all.
