When, will of the hive mind?

When can I use the will of the hive mind ability for the hive tyrant? I thought it was pretty straight forward before but now such rules are reworded. Is there only one unit within 12” and it has to be there before I use it?

You can use it once per battle round when you're using a strat targeting a unit within 12" of the tyrant. It just decreases the cost of the strat by 1 now

Rules saying you can only use it on strats targeting your units and the opponent's are gone? Like Surprise Assault.

Yes, it looks like that restriction from the previous data slate affecting Will of the Hive Mind like rules has been removed from the current data slate and has not been included in the Core Rules errata, Commentary errata, or Core Rule FAQ.
