Typically building a list starts with selecting a detachment and tailoring model choices towards the strengths and weaknesses of the trait and stratagems. To at least give you something to work with, I think the Nexus detachment is the best fit (mind you it is still not great). Your Neurotyrant gets a nice enhancement, and it and the Emissary get full benefits. Your other models get some benefit from the trait and can be targeted by the fallback & shoot/charge stratagem.
