They technically can still... You just have to take the Vanguard Strategem, 'Invisible Hunter' for 1CP

INVISIBLE HUNTER - 1CP

VANGUARD ONSLAUGHT – STRATEGIC PLOY STRATAGEM - Hunter-slayer organisms can melt away before the eyes of their foes, only to strike from a new direction.
WHEN: End of your opponent’s Fight phase.

TARGET: Up to two VANGUARD INVADER units from your army, or one TYRANIDS INFANTRY unit from your army.

EFFECT: Remove the targeted units from the battlefield and place them into Strategic Reserves.

RESTRICTIONS: The targeted units must be more than 3" away from all enemy units.

So, while on one hand it's no longer a given tactic to emerge>burrow>repeat anymore... 
...but on the other, if you build your army around this strategy, it's actually pretty viable still...
...especially given other stratagems available, like Vanguard's 'Unseen Lurkers' for cover...
...and/or the Core Stratagem 'Rapid Ingress' (which is available on another Vanguard Organisms fo' FREE - the Lictor)

Using stratagems to do this actually allows you to Deep Strike w/ the Mawloc more rapidly than before...
...as well as giving you more opportunity/variety to Deep Strike the Mawloc in general

To the point, you could use 'Invisible Hunter' to "burrow" a Mawloc (or two) at the end of your Opponent's Fight Phase...
...then Deep Strike them in the following Battle Round, either during your Reinforcement phase -or- your Opponent's Move Phase using 'Rapid Ingress'

I have an army based upon that

Ravenors, mawlocs, trygons and a podded HT all come down together because shenanigans.

All the while stealers and leapers are... stealing and leaping.
