If you are looking at matched play, get the 2022 chapter approved. I think it has the base rules in there as well.

I’m not sure the mission pack has the army composition rules in it. Then again if you are using an army building app it shouldn’t matter.

Warhammer also has an app. It has the basic rules. If you pay for the subscription then you get all the rules and access to all the digital codices and supplements released in 8th edition. Though not many people like the app.

Also, Warhammer app has a free trial. It doesn’t hurt to give it a try and read some of the rules before putting down actual money on a book.
