I like that, half move or less to ignore Dense Cover is nice! Although, most -1 to-hit rules just say, "gain -1 to-hit" instead of "gain effects of Dense Cover", so somewhat limited in scope since it really only affects Dense Cover or something with 2+ from light cover and no ++ (also very niche). Exo definitely is very improved over 8E codex, especially now that it shoots like the 8E version spent 3 CP...

An 8" move without any real penalty is nice too.

I'd say the only downgrade for this profile is the Blast keyword. We get almost no benefit from it but not being able to shoot into melee means you have to really be careful about his placement.
