Could you play Imperial Guard units as Genestealers with a Tyranid force?

Sure, brood brothers are a thing.

Also you could absolutely slap extra arms on them, give them GSC heads to make them count as Neophytes or acolytes.

If you mean Purestrain or hivestrain genestealers, it gets trickier, but with some creative kitbashing I can see pulling it off.

If you are talking about straight up counts as, if you are playing with people who are cool with counts as, sure. As always ask your opponent what they are comfortable with.
