I know that the most recent FAQ killed Exo's ability to stand still after deploying via Strategic Reserve, because the Strategic Reserve rules explicitly state that units set up via the Strategic Reserve rule are treated as Reinforcement units. For reference, the errata states explicitly that "Reinforcement units" are unable to stand still after they enter the battlefield.
So what about embarked/disembarked units? From the GT book, the reserves and transports section defines three types of units not set up on the battlefield, Strategic Reserve units, Reinforcement units, and embarked units. I cannot find any reference which explicitly state that embarked units are treated as a Reinforcement unit the turn they entered the battle if embarked in a Reinforcement unit. The only reference I could find in which Reinforcement units and units embarked inside though units are together is when pts total's are considered for units in Strategic Reserve and Reinforcement units. This section doesn't say that embarked units are Reinforcement units, it only says to include their points with what they are embarked in. The Core rules state anything that starts the battle in a location other than the battlefield is a Reinforcement unit, but by GT's wording embarked units are declared separately from those set up in a location other than the battlefield. The fact that units embarked inside a Reinforcement unit have to be specified every time an interaction with a Reinforcement unit is spelled out also points to the embarked unit not being a Reinforcement unit. The clarification wouldn't be needed if they were.
I want to know why it seems that community consensus is that units embarked in a Tcyte, or Drop Pod, can't stand still when there is nothing RAW (that I could find) which states that units embarked in a Reinforcement unit are also a Reinforcement unit or that they should be treated as Reinforcement units. Did I miss an advanced rule? Was there an FAQ which states embarked in Reinforcement = Reinforcement?
