Deep strike after Turn 3?

In matched play in the 9th edition can deepstrike happen after turn 3 for units that haven't been on the board before? 

Looking at bringing Rippers in turn 4 and 5 to bolster objectives.

In that case my question changes a little. Do we have a mechanic that allows us to deep strike after turn 3?

I think the only unit that can do what you are shooting for here is Mawlocs. Maybe making use of one of our strategems will let you summon new units after turn 3, not sure there...

They do seem to be the only until that can pop up again after turn 3, however only if they start on the table.

I would to love wrong though.

They can bounce even if they arrive from reserve, as long as you do so before T4:

Any Strategic Reserve or Reinforcement unit that has not arrived on the battlefield by the end of the third battle round counts as having been destroyed

The restriction is on having arrived.

You can also do this with GSCs strategem that allows you to return a unit that's on the table back into ambush.

You can also spawn gaunts from a tervigon or bring back a destroyed unit via stratagem on turns four and five, though you would have to use reinforcement points.

Yes - Mawlocs have an inherent ability, and GSC have a strategem. DE have a unit with this ability, and Space Marinez have a same turn effect via strategem.

They Came From Below Stratagem as well for 3 units.

I really want to work the new While we Stand into this somehow. Just drop all 5 units on board turn 5 for 15 points.

Cant genecult do that because blips dont count as reserves and that (iirc) 2cp strat to put 3 units into reserves? just do it to 3 like 5 man aco squads and something else lol idk what

That wouldn't work as While We Stand (forget the new name) is 3 most expensive units. You could MSU and do it with 3 HQ, but trying to look at all the secondaries again.

You can't, it was changed:

Any units set up underground in this way cannot arrive on the battlefield during the first battle round, and in a matched play game, if they haven’t arrived from underground by the end of the third battle round they count as having been destroyed. You can only use this Stratagem once per battle.
