A couple of quick questions.

Can The SwarmLord use his Hive commander ability on a unit that arrived on the battlefield this turn (e.g. a Trygon from deep strike)?

The reinforcement section of the rules state that reinforcement units cannot make a move this turn for any reason but can still shoot.

And Hive commander is "instead of shooting"

My interpretation is that no you can't hivecommand something from deepstrike but I want to be sure on my options.

Also did GW remove the "must place reinforcement units by the end of round 3" rule?

I thought that rule still existed in 9th but can't seem to find it at the moment

No, but because you can't move after DS.

Ref T3 (and T1): they removed it from general rules, but it's present in the mission pack for everything but open play.
