Deepest shadow question

Hi, 
I tried to find an answer for this but haven't found one, but forgive me if it's a dumb question I am still pretty new to the game.  

I like the idea of the kronos specific strategem Deepest Shadow but always assumed it would work more as a deterrent for a psychic test than actually work for the combo using soul hunger.  This was until I watched a battle report on youtube (MWG) where the stratagem was used and the other player went straight to rolling for damage because the test had a WC of greater than 6 and the Kronos warlord was nearby.

My question is:  Is the other player commited to rolling the psychic test once declared or does the additional information about the popped strat allow them to say "Oh nevermind then". 
Is it just a matter of sportsmanship or agreeing on rules beforehand? 

I suppose this is really a general WH40K question about stratagem etiquette.

Once declared too bad. Sort of like rolling for a charge seeing low roll and going "naw they take their stand their bonus instead."

Not a gotcha thing but there are a ton of reactionary strats. Lightning reflex or transhuman (hehe good job GW 2021) are both examples of these.

IMO a proper way to go about would be at the start of psychic phase just remind them about the strat.

Thanks for the reply!  That makes sense, I think I'll give Kronos a whirl then!  And yes, I think a quick reminder in the first psychic phase would be fair ans sufficient.
