First off, welcome to the hive!
For starting painters, I'd recommend dry brushing for highlights. It's much easier to get the hang of and much faster to implement. The results are a bit more subtle bit they help raised edges stand out.
For your color scheme, I'd warn that the purple contrast paint is very dark. However, that might work out in your favor so you can apply it over the top of your weapons without having to reapply your base coat. For the colors, I'd recommend going light to dark, so orange, blue, purple, black. I think you can get by with minimal touch ups, but would recommend trying on a single model first!
For the basing, I don't think putting contrast on the base is going to lead to good results. I'd strongly recommend using GWs textured terrain paints. They offer an amazing way to quickly base your army with good results. For grey, I'd recommend astrogranite, a nuln oil or agrax earthshade wash, and then a dry brush of a lighter grey to help give the base depth.
I don't think your plan is too ambitious but would caution that painting is a skill and developing that skill takes time. I'd also warn that contrast is a tool to use and results may vary. It works really well for certain schemes and not as well for others. For example, I found I could paint my nids faster to a better quality by base coating in the primary color and going from there. That being said, I started painting before contrast came out, so my technique might have just become set in it's ways.
