Fall back and psychic overload

I was rereading the Goonhammer faction focus and came across this:

“Psychic Overload is one of those abilities, as it allows you to make a Fall Back move and inflict mortal wounds in the Psychic phase without actually casting a power.”

In the codex, it says you may do psychic overload instead of manifesting any psychic powers, but can it still be done if you’re not able to (ie, falling back)? I wasn’t sure which interpretation was correct.

I don’t think so. The term instead of using psychic powers implies you have to have the ability to use psychic powers. I’d have to have the complete rules in front of me to know for certain; but if it is as you described then I don’t believe you can psychic overload.

You can use smoke launchers instead of shooting even if you can't shoot, so it should apply across. YMMV.

Another example would be Move Move Move, the Militarum order. If that helps.

In what regard? Are you saying that you can order a unit that fell back to MMM? I didn't think that was allowed.

Yeah smoke launchers on vehicles and MOVE MOVE MOVE hold the same style of wording and have been faqd to work. Cant see it being any different here.
