End of movement phase actions

I haven't been able to find explanation for this so I'm asking the hive. Can a unit start performing actions (which happens at the end of the movement phase) after deep striking into play? Both deep striking and starting an action take place at the end of the movement phase, so I'm wondering which of those would happen first.

If it's same time, (generally) players turn picks order. But reinforcements is it's own step in the movement phase now anyway:

If you have any Reinforcement units, then in this step of the Movement
phase you can now select them and set them up on the battlefield, one
at a time. Once all your Reinforcement units that you wish to set up this
turn have been set up, the Movement phase ends and you progress to the
Psychic phase.

So yes, you can DS then action.

This is a key strategy for us at the moment for deploy scramblers, teleport homer, etc.
