Both are open/narrative play so it uses power levels. CA says Attacker should have a higher power level than Defender, but Defender gets free fortifications. Just how much higher should the Attacker be? I was thinking (using arbitrary numbers) if Attacker is 75 PL and Defender is 50 but gets 25 PL worth of fortifications. Is that a good way to keep it generally balanced? Anyone have a good system?

I am trying to make a campaign with my friend. In my head it is amazing. It is gonna be Orks vs GSC and slowly adding Tyranids. Kinda like the GSC rose up to halt the Ork invasion as they are waiting for the Nids to arrive.
We are going to increase the PL with each game or so, maybe every other game. When I start introducing the Nids, its going to be following a standard Nid invasion. Gargs, Stealers, Lictors, Harpies first, along with Warriors for synapse and more basic things like gaunts. Middle games I will had Tyrants, Zoans, Fexes, maybe a Terv, and the underground stuff. Then during the later games add the big MCs, artillery, and feeder beasts.
Now what about Orks? I don't know how Ork invasions work. I figured they just throw themselves out of a space hulk already screaming. I'm thinking first games use Bikes, Trukks, Buddies, Copters, maybe Stormboyz, Nobz, lots of Boys. Any Meks or Warbosses can be on bikes. No mega armor yet. So pretty much really fast things would make it. Middle games we can get the jets, wagons, and cans and dreads showing up along with the different kinds of orks (burnas, tankbustas, etc). Later games can be the Mork/Gorkanauts.
Any suggestions with this?
