How do models without fly charge units on upper floors?

infantry units can do so just fine. it's only bikes, cav, and MC's that can't (did i leave anything out?).

How? By declaring the charge, eating any overwatch, and then checking range. If the roll is high enough, as per the ruling... you count as in combat whether you have a place to stand or not.

This also means there is no way to declare who is closest to who for consolidation/pile ins...

Mc's, bikes, cav, etc can't end their move off the ground in ruins, wobbly model syndrome or not.

But yeah it gets dumb trying to keep track of melee in ruins. Try it with a pack of 15 stealers in a 3 level ruin. Sucks.
