A marine has a boltgun and bolt pistol. In the shooting phase can I shoot both?

No. See the rules for pistols:

Each time a model equipped with both a Pistol and another type of ranged weapon (e.g. a Pistol and a Rapid Fire weapon) shoots, it can either shoot with its Pistol(s) or with all of its other weapons.

Important to keep in mind you still do this in the shooting phase, and then still make your full attacks in cc phase.

It depends on the pistol in question. No one's scared of bolt pistols and there generally arent enough shots to matter (every little bit counts though: they won't fail armor saves if you don't make them *take* armor saves) but it sure gave inferno and plasma pistols a new lease on life.
