Less the formation itself, and more that it actually lets you take Sisters of Silence without going unbound - they've got the same anti-psyker rules as a culexus. Of course, since the culexus hasn't ended the psychic phase, I don't see why these would - it's not like they're available to half the armies and a culexus isn't .

Not quite, since that's turning it into an 'oval', still with a 12" radius in one direction. Which is great for blocking off a chunk of the dz, but is inaccurate to describe how it extends out towards the opponent. (For an actual circle, they'd block off ~15" radius).
It means at least turn 2 before deathstars get spun up,maybe turn 3 (at least against a good player) AND it's only 225 points of your list. If you can't see how it changes the meta, for the better in most situations, I don't know what else to say.
...They're perfectly capable of getting spun up T1, T2, T3 etc (though if they haven't killed off the sisters, they're not really moving anywhere except shuffling forward a bit T1 ). But again, a culexus can do the same thing (except with infiltrate, it can actually deny them a fair bit more movement T1, especially if you can hide a single model outside LoS). The top table for ETC had a single culexus shut down a psychic deathstar completely. Yet there were still quite a few psychic deathstars there. Will it give a bit more of a shift away from psychic deathstars? Probably, since sisters are cheaper to fit in the list. But a huge shift? Again, not seeing it.
