I wonder if this means no codex untill end of year then. Quite sad as more than a few not (please do not swear) units would be nice.

Part of what makes Genestealers so effective at infiltrating other races and breeding within them to create cults is their ability to dominate the minds of those they infect. Being bitten doesn't make you into an outright hybrid (your children will be, though), but it does enslave you to the Genestealers' purpose. Tau, Orks, Eldar etc are all vulnerable, because (to take the case of Tau selective breeding) once a few dozen people in a community have been quietly dominated it becomes nice and easy to start hiding the births of the hybrids. The Ciaphas Cain (HERO OF THE IMPERIUM!!) books have dominated humans, Tau and even Orks at one point.

Thing is, by the fluff the GS cult is, well bad. It's a bunch of badly trained, poorly outfitted, half-human outcasts that serve to destabilize, not destroy local forces. Don't look for competitive power from these guys. They are mostly just targets for the brave men of the Deathwatch to mow down with bolters. I don't think we'd even WANT these guys fighting alongside our nids in the general invasion. They will be strictly beer and pretzels.

Well, keeping in that line of the fluff they could be our new tarpit troops, thus freeing-up various gant/gaunts to be made into better base troops. Ahhh dreams.

I'm pretty sure Tau can't be corrupted, the selective breeding would cause the genestealers to die out. Life, finds a way.

A genestealer cult has three main goals. First goal is to infiltrate the infrastructure with as many hybrids as possible on a target planet. Their second goal once they have established the first is to call on the hive fleet. From there, their goal is that they will try cause mayhem such as assassinations, civil war, etc. What usually happens though is that they become discovered due to other enemies of that race or by some unlucky chance. Then the planet's force's focuses on them until they are wiped out.
What would be cool to show this is to give some form of chart with 6 different possibilities. At the start of the tyranid players turn they roll a d6 to determine the influence of the cult. On a roll of a 1 the cult was discovered. All units from the faction genestealer cult each take 3d6 hits that are str. 4 ap - Where as a roll of a 6 would be where they had been successful enough to infiltrate the entire infrastructure of the planet. Once per tyranid turn roll for each enemy unit on a roll 6 that unit has to take a Ld test if pass nothing happens if failed the tyranid player gains control of that unit for the turn. These are just examples and list wishing though.

I think the infiltration and sabotage would be better modeled as warlord traits for Broodlords leading a cult. That would tie it to cult armies rather than getting it when you take cult allies. Could have some cool options though. E.g. Delayed: at the start of the battle, choose one enemy unit. If the unit is in reserve, then reserve roles made for that unit are at -1. If it is not in reserve remove it from the field and place it in reserve (can't target immobile units/fortifications). Sabotaged: Once per battle, at the start of any enemy turn choose an enemy unit. That unit is pinned, even if it could not normally be so (weapons/equipment malfunction)

The reserves from buildings/ruins rules of the current dataslates represent cults fairly well already I'd say. I'd sooner see those become normal rules for all stealers/cultists in a cult detachment.
Being able to do a few glancing/penetrating hits on occupied buildings wouldn't be bad either to represent sabotage. Maybe even against all vehicles.
