What part of the forum do I got to make Home made rules?

Fell out of interest with 40K. I want to get back but I have no motivation for it. So I was thinking why not make a bunch of house rules to get me and my son back into the hobby.

So where in The Tyranid Hive do I go to make house rules, and we can discuss about them? If it's in general, I will re-edit my post, if not can someone direct me the proper place for it please. I see General, Tactics, Hobby, but the sub threads in there I don't see a place for home made rules.

For general rules, I would say Other, for Nid-specific rules, either Other or General would work.

The rules I want are for Nids. In an another thread I got the idea for Lictors. If in terrain to shoot at a Lictors you can only snap fire against them. This way they are stealthy and your opponent has a chance to kill it but the Lictors is finally more survivable. Maybe give him rules for ymgrals for deployment as well. This way we make it more cinematic like GW suggests.

I think I might give Stealers a rule where they can run and assault as well. Get rid of ymgrals mad just have stealers again. I want to give them the space hulk kind of eeriness/scariness to the battle field.

Rippers will still not be scoring but get rid of the mindless rule where they eat themselves. Now to make it fair how much should these units cost and why?

Also should there be a rule that they strike at I when going through terrain?
