Nerfed. Definitely nerfed.
Note that in the new 6th Ed. they're still dangerous as all hell when they get close, moreso because they have the ability to wound on AP2 when most weapons now wound on AP3.
The major drawbacks basically mean that actually getting them into battle is far, FAR harder. But once they're there they tear everything to pieces.
You basically can't even touch any squad with 2-3 flamers; most of your stealers will likely die from overwatch. Which makes a combined arms approach ideal, but kinda reduces the ability for a fluffy stealer army to play in any real capacity.
I still field a stealer army once in a while though.
