Because what would the opponent be able to do to stop it? They can't shoot or charge it. It would be like an orbital bombardment that happens every turn and at the end of the game can step in to contest objectives

In the fluff mawloc is super sensitive to any activity on the surface. I'd like to subtract its bs when it deep strikes. And it has no gun, so if they give it bs4 it would only benefit the blast.
No need to change its strength and such. it's a monster coming out of the ground and swallowing as many things that can fit into its mouth in one go as it can (ha.)
I do like the burrow/emerge Squire mentioned (or gman, if that's what you were going for) Maybe allow him to burrow at the end of the opponent assault phase? makes the blast available during each of our moves without being overpowered as he can still be shot/assaulted. Mark where it burrows, give it 18" or 24" range, roll scatter. Since there's not much time between the assault/next movement.

Trygon w/ toxin sacs over mawloc, though.
Still... used it yesterday, it ate 3/5 terminators. then killed one in cc, escaped with hit/run, and then burrowed. Had 3 wounds left, too.
I like the idea of a blast with -3 or -4 modifier. I'd happily take the mawloc as it is but with that accuracy boost.
As I've said, I think the mawloc is a bit underrated as a result of the trygon comparison. Don't bank on the blast unless you're willing to field more than one, but it's good backfield disruption and should be used to prey on vehicles and shooting units.
