Well, I've played 5 6th edition games with my Harpy now, and I think I'm getting the hang of him. After getting grounded and pounded in a couple games, I've found that I need to use him with a little more finesse.
I tend to run a fast CC army, btw.
1) Keep the points cost low. I take him bare-bones, with Stranglethorn Cannons. STR 6 hits with a large marker!
2) On the first run, use him like a divebombing Stuka on one of the flanks. Either concentrate on some vulnerable backfield target of opportunity or use him to support a charge by something that can't fire on the way like Genestealers or Hormies. Against MEQ, I tend to Vector Strike for the AP3 and then fire the Stranglethorn Cannons, GEQs get the spore mine drop + Stranglethorns. Once in a great while you'll even get a pin out of it.
3) It really pays to think about where you'll be at the end of your swoop. After his initial attack, keep up the swoop and try and tuck him behind a high building or take him off-board and into continuing reserve. Ground and pound is a serious threat, the Harpy will die if charged by just about anything.
4) Make use of the 36" range of your primary weaponry. if you hunt him round the 25-36" range you'll save yourself a lot of grounding fire. He draws a surprising amount of krak missile and lascannon fire off of your Warriors and Raveners, and that's a good thing.
5) If he's still alive at the endgame, the enemy is probably whittled down enough that he can move in to get in on the last few kills. This is when you should start thinking about shifting to a glide and sonic screeching. The Harpy is a poor CC unit for a MC, but if he's supporting another unit in a charge he can still get in two smash attacks at STR 10, which should instakill most. If he hits, that is.
6) Thanks to his mobility, he's good for that one final swoop in to deny an objective, which is my preferred endgame move for him.
I'm still not convinced he's worth the points for highly competitive play, but the guys I game with are more beer-and-pretzels types, and in that kind of game the Harpy is a lot of fun. That's the main reason I've been bringing him to so many 6th lists.
