Lash Whips and adjusting Initiative mid combat?

Has anyone considered the following strange new circumstances:

You pile in at each initiative step. Meaning as we move through combat, models in base contact may die, and new models may move in thus shifting their initiative.

What are the ramifications of this? How does this affect the models being changed?

If you move into BtB with a lashwhip wielding model your initiative immediately changes to 1 for the remainder of the phase.

You then pile in again if needed and strike at 1.

Fairly straightforward.

Lash whips do not have the weird wording Necron Coils have. Last until the end of the assault no matter what.

No real ramifications of note, except a model might need to Pile In twice..... but that is a longshot.

NEcron Whip Coils allow for some stupidity to ensue.

My friend argues that since you've already begun that initiative sub step, that you continue resolving it with models that started that substep as Ix instead ofI1 for any models that piled in after several models died at a higher initiative.

That would be incorrect. Also it would be an unnecessary and huge nerf to lash whips. You check the initiative when it is relevant. Which is first when you pile in and second when you want to strike. When you move to strike you find you are now at I1 due to being in base to base with a lash whip and just have to wait. It isn't even unreasonable. It's not like you can lose your attacks if you are still alive at the end of the phase, you just strike later even if the lash whip goes away.

Cool, now just ask him for a rule to support his argument.

Lash Whips say once in base he is I1.

All he needs is a rule saying to ignore that...
