This is a Role-play settling in the old world(Warhammer fantasy battles) and is a Naval role-play. There will be four factions, where two will have different sides.
These are
High elves
Dark elves
Empire
Norse
Both Empire and Norse have Pirates, these will have a different setup which I'll explain when we get to it.
Ok so the idea is that for all factions you will need ONE supreme commander(elected by me) that will have limited control over players in that faction and all the NPC ships in the fleet. Everyone else will start as commander on a single ship, they can rank up to gain more ships. This must be allowed by that supreme commander.
Now to pirates, they're different. Players wishing to be pirates will start as a member of their parent faction but will commit treachery somewhere in the game, turning into everybody's enemy. All ships controlled by you will or will not follow your treachery, this time it's I(the GM) that decides if you get all your ships or just a portion.
Remember, Supreme commanders CANNOT be pirates!
Ofc I will try to prevent the hideous thing called God-modding, all attempts to do this will be punished, ofc this is only if you insist on god-modding.

You are a commander of a naval expedition sent to recover a relic of great importance to your faction. You only know it by the name "The gleaming flame" but you do not know why it's important. But it contains great power, that's all you know for now. The relic is located on an island shrouded in mist and is unable to find on a map but rumors has it that a strange light can be heard south-west of the Lustrian coast.
A small background story that was...
Well here's a sheet for you to create your character:

Ship name:
Ship class: (your limited to a Cruiser or a Transport, in the start of the game that is, supreme commanders can have destroyers)
Bio: (optional, but I advise you to do a bio)
You'll gain armament to your ship later in the game, but you start with the following for each ship class:
Transport - 3 light cannons on each side
Cruiser - 3 light cannons on each side and 1 light front cannon
Frigate - 4 light cannons on each side and 1 heavy front cannon
Destroyer - 3 light cannons on each side, 2 heavy cannons on each side and one heavy front cannon
Dominator - 6 heavy cannons on each side and 1 front demolisher cannon
Following attributes for ship classes apply:
Transport - very Fast ship, capable of transporting 40 men
Cruiser - very fast ship
Frigate - fast ship
Destroyer - medium ship, resilient
Dominator - Slow ship, very resilient and can transport 25 men

Ship name: The mystery shadow
Ship class: Frigate
Bio: Tor'ak was born in the southern Norse lands and lived by the sea for many years. He eventually did as his father wanted to and was sent on a small ship to work and serve his tribe in war.
Years later he was captain on the ship The mystery shadow but was still under command of superior captains. He was tired of being tossed around and convinced his men to commit treason against their commanders and become pirates to collect treasure and riches.
When he was traveling the sea he sunk a ship and captured the captain that told him of a relic known as "The gleaming flame" which had great power, he immediately set of to Lustria where he was told it was to be found.
