This question cannot be answered - if there was a "strongest" HQ then there would be no choises in what to field - everyone would use the unit.
Rather there are options that are generally better than others and some that are specific in what they do - often leaders and the component of an army all support and complement each other - so what leader is the best will greatly be determined by what the rest of the army looks like.
Best things to do are to just make a list and then either proxy play the list or post it up on forums to get it commented (I would do the latter for a new army, it means you don't "waste" the early games getting the feel of the army *of course they are not wasted - there is good lessons to learn if you do decide to test rather than ask*)
