Ok, I'll give it a shot. I just thought of this lizard man character during my Chem final an hour ago ;D.
Dennis the Loud
Species: Saurus
Dennis (short for Dennisomrokuberu) is a mighty Scar-veteran known for his savage, ear-piercing roar. It is said that during one battle he alone survived the first and second waves of a well coordinated Skaven attack. As the third wave converged on his position, he emerged covered in blood and let loose such a menacing roar that the third wave fled, just long enough for lizardmen reinforcements to arrive. His primary duty is to lead the permanent garrison of a temple city rumored to contain a secret, powerful artifact.
Personality: Dennis is without a doubt the most flamboyant of all the lizardmen military leaders. He is always cracking strange jokes with his saurus warriors (in an accent that is suspiciously orcish) that often go right over the heads of his audiences. However, the saurus warriors under him laugh along with him anyway (or whatever guttural sounds they make that pass for laughing) since he has led them to many victories and his men have great respect for him. The Slann, however, are annoyed by Dennis as he seems more interested in self indulgence then fulfilling the Old One's great plan. His military prowess can't be denied, and he hadn't done anything horribly wrong, so they just tucked him away in a remote temple city that may or may not contain a secret, powerful artifact.
The Rumors of this artifact still draw many would-be pillagers who must attack in force to even hope to defeat the lizardmen defenses. As a result, the diverse warriors of this city (plenty of saurus, kroxigors, and skinks) are as battle-hardened as any, and on many occasions Dennis has lead them outside the walls to attack the foes of the Slain.

Dennis may take any of the wargear allowed by a normal scar-veteran, and has the same special rules (I guess, I don't really know what their normal special rules are
. I do know they have quite a few nice options, like great weapons, enchanted shield, common magic weapons, and they can ride cold ones
Additional special rules:
RAWR: It's no exaggeration that Dennis was born with an impressive set of pipes. His roar is so painfully loud and filled with primal rage that few can hold their ground after hearing it. Once per game during the shooting phase (even if he is in CC) you may declare he is using his RAWR ability. All enemy units within 18" and all cavalry within 24" must make a break test, and cavalry must use the leadership of their mount.
Tough Nut to Crack: Once Dennis was bested in combat by a vampire who had him pinned to the ground. The vampire had never tasted saurus blood, and he was rather curious about it so he bit Dennis' neck. To his surprise, one of his fangs chipped off, and as he recoiled in surprise Dennis lurched forward and sunk his teeth into the vampire's neck. After a few more moments of intense struggle, Dennis tore the bloodsucker's head clean off. He still has that vampire's head, which he often presents to people as the vampire he won a "neck bitin' contest" with. He also juggles it on occasion along with a Chaos Lord's helmet, a Skaven grey seer's skull, a dogs of war general's helmet, and the head of an undead with teeth that still chatter. This is one of his long running gags. Anyway, Dennis was born with exceptionally thick skin, and gets +2 to his scaly skin save.
Love Machine: Dennis definitely has a way with the Lizardwomen, and since Lizardmen have no form of birth control, Dennis has sired many saurus warriors over the years. Up to 2 units of saurus warriors in a lizardman army may take "the not-so-sacred spawning of Dennis". Units with this upgrade cause fear, as the sons of Dennis often inherit their father's impressive vocal cords, and when put together they form a terrifying symphony of auditory agony.
*EDIT*: I thought Dennis looked a little dinky in comparison to all these other characters so I thought I'd just add one thing. And for clarification purposes I'd like to point out that babycatachandevil's thaughtful complement is refering to the rule before this next one ;D.
Secret Power: Dennis looked long and hard throughout his temple city for the alleged secret, powerful artifact. In the final room he looked in he found nothing and threw his ax on the ground in frustration. In front of his men he swore revenge on the Slaan for banishing him to this remote stretch of jungle. The next day, the temple was attacked by a Chaos warband, and Dennis scrambled to find his ax, which he had left in that lonely room. He quickly remembered, found his ax, and joined the battle. The armies were evenly matched, so Dennis brashly decided to fight his way to the Chaos general . Dennis and the Chaos Lord clashed furiously. Then the Chaos Lord sunk his sword into Dennis' shield and it got stuck. Dennis used this to his advantage and struck with his ax. The attack barley pierced the Chaos Lord's armor, but halfway through the abomination's chuckle at the scar veteran's futile effort, he exploded violently. After the Chaos forces were routed, Dennis returned to that room where he left his ax, and he stubbed his toe. He found a lump on the dirt floor, and after some careful excavation, he found a luminescent blue orb. He covered it back up and made the room his personal weapon store room (he would have made it the general armory if he hadn't noticed his men pick their teeth or trim their nails with their weapons on occasion). Ever since, Dennis' enemies explode randomly every once in a while. He soon sent a message back to the Slann, thanking them for this prestigious assignment ;D (Later he found out that not even the Slann (the living ones at least, nobody bothered to ask the mummies) knew about the orb, and he decided to make it his little secret).
The point is, because of the effect of the artifact on eqiupment, Dennis has the Killing Blow special rule, and a 6+ ward save. 5+ if he takes a shield or enchanted shield. Also (and tell me if this is a bit much) Dennis' weapons react violently to many magic energies. Models wounded by Dennis must reroll passed ward saves. Armor saves are taken as normal.
