I don't think we will ever see a final FAQ for this. My $0.02 is that this is a feeling of the waters for an 8th update. I could be wrong, it really just is a guess. How did it take so long to answer the questions? Did they really not know the answers? They did write the rules after all. What took so long to get to this point?
Some people point to some sort of simplified 40K ruleset; sort of a dumming down. I believe this is just a misinterpretation of the Vendros stuff being released. Of course that seemed more likely than a "kiddie-table" version to be released in big-box stores because that wasn't something we even considered. There is usually a bit of truth in every rumor, but we just don't know how it will play out.
For example consider this: prior to our last codex we had the following rumors:
All the rumors turned out to be true. When the codex dropped everyone was calling the rumors out as most of the things we heard about were nowhere to be seen. People had added rumors together and assumed that the crab-thing and transport were the same; they were not. In fact we were outraged that we lost the spore pods. 10 months later we had that massive October release where we got a lot more of things predicted. Then this spring we got the GSC. All turned out to be true, but just in a different manner that we expected.
I bet something similar is going on now. 2 years from now the rumors will likely make sense and it will look nothing like we expected. Human nature is such that we predict the future with what we have at the moment. We project the present forward not imagining that things will change that we can't even begin to fathom. Napolean couldn't even begin to comprehend tank and air power let alone a nuclear bomb.
