CSM straight codex is awful, IF you use marines. Dont. Cultists for troops (reserved to keep them out of line of fire a turn), large unit of spawn (or two), either nurgle with a fist/claw lord on a bike or khorne with a juggernaut/axe of blind fury lord, along with nurgle oblits (or even tri-Las preds) and a pair of drakes will give casuals all kinds of fits. It's tough, fast, and annoying. Maybe a unit of plague marines in a rhino with plasma for extra scoring if you take the nurgle lord; maulerfiends are supposed to do well also, but I don't have any/didn't use them. This list and it's variations did real well for me with the new book, in spite of its limitations. It just doesn't play like you think a CSM list should run. Hope that helps your friend. CSM were my first 40k love affair.
As for folks crying about flyrants, well, I've found it kind of common with new/fluff players because low tech lists or fluffy lists don't have the tools to deal with FMC. One of my regular opponents plays mostly DA and has not won a game against me the entire time we've been playing together, so, what, since 2010 or so?
Gaming is a compact; even if there's a winner and looser you're both supposed to be having fun. If your guy wants to only play fluff lists, agree ahead of time what you're going to be doing, but in no circumstance shouLD you play the NPC race that just shows up to die in piles. At the same time, agree on some games where you can ratchet things up.
You can also try campaigns or non-standard/narrative mission packs, which can be a load of fun even with disparate levels of force (ultramarine 1st company'said last stand in the polar fortresses on the battle for macragge are a prime example: out numbered, out gunned died to the last man, still won just by holding the nids there. That's essence of grimdark 40k right there) or asymmetric missions where you each have different objectives.
