You do a psychic action "instead of attempting to manifest any psychic powers". The only way around this is stuff that explicitly says as much (e.g. 'cepter imperative, which makes a psychic action only use a cast).

Casting a psychic action prevents casting any further powers*. 

*= unless you have some extra special rule to bypass that restriction(but if you do, the psychic action still counts as one of your casts regardless of how many casts the model has). Such special rules include the maleceptor imperative. There's also a strat for eldar.
