So basically, the answer to this question would be to answer what exactly is doing the weapon beast rule:
1. It's only active if the unit didn't moved in the precedent moving phase, and only active during the shooting phase.
2. It's an ability that is always on (so not a stratagem). So not something that must be declared and something known before at the start of the shooting phase.
3. It makes that each weapons can shoot twice (basically doubling the number of shot)
4. It doesn't say that you select again the tfex to shot with it (So different than the single minded annihilation).
5. There is nothing more to the rule than the restriction (didn't moved) and the ability itself (shot each weapons twice).
With this in mind, You know how many shot the Tfex will have at the start of the shooting phase. It's not something that can pop up after shooting like SMA (for other units than tfex of course). And the rule for ranged attack vs melee attack are quite different (each has it's owns steps as to how it works, so FAQ comparison is somewhat... lacking). Since weapon beast doesn't make it so you can select a second time a tfex to shoot (only firing twice with each weapons), the only other way to see it would be to consider that the Tfex has essentially twice the number of weapons on it's profile (for shooting twice with each weapons).
This would lead to No One's point on respecting the 3rd step of ranged attack. At this point, all the shots comming from the selected unit (Tfex in this case) must be declared before rolling the first dice. You already know it's total number of shots. Weapon beast rule doesn't add a step in the shooting phase, only a known number of shots depending on what it did in a previous phase.
So I think the right ruling would be that all shots from a unit must be declared prior to rolling the first hit dice. There is nowhere in the weapon beast rule that prevent this.
I might be wrong though (I don't have all the rules and FAQs in front of me). But that seems to be right. Maybe someone could debunked my argument?
More on the joke side of it, anyway if we ask GW for a FAQ about it, everybody knows that the way it's going to be clarified is the one less practical for us anyway, so every shots will needs to be declared before the first rolling anyway LOL
