The Swarmlord is the strongest melee character in a challenge in the entirety of 40k, if you factor in his 66% chance to get Iron Arm there isn't a single model that can reliably beat the Swarmlord one on one more than 38% of the time.Additionally there are his difficulties even getting to the point where a challenge is involved. With his potency in melee being well known and his utter lack of mobility coupled with his expensive and not very flexible options for a unit he can attach to, he rarely makes to to that point. Iron Arm does increase his odds notably, but still does nothing to prevent being utterly annihilated by grav guns or whittled down by poisoned/sniper shots. The calculations in determining the best challenge character must necessarily include their odds of ever being in a challenge. And in Swarmy's case, those odds aren't good.
Iron Arm sure improves his odds, and yes with up to 3 T6 2W bodyguards taking shots at him on a 2+ he can be almost indestructible, but then you`re talking about a 460 points unit. I find it a kind of (please do not swear) to have a 280 points HQ having a 3+ and no ++ when you look at what other armies can get on their HQs for the same or less cost, like infornography said.
It`s a good chance you`ll roll Iron Arm on him, but it`s still just a chance, while other HQs have the EW special rule built in at all times from the codex. If you take away Biomancy from us, and look at only the codex we get a T6 5W 3+ with no EW and mediocre psychic powers, except for Paroxysm, which doesn`t really help a WS9 Tysonmonster much.
Old Swarmy getting a 4++ or 5++ against ranged attacks doesn`t seem overpowered to me in that context.
