Tough army

As for sheer toughness and resilience, I will definately say Necrons. They can absorb a silly amount of firepower, culminating in the incredible resistance of the Monolith. Toughest base units in the game, toughest vehicle in the game = Toughest army in the game.

I'd say imperial guard as imperial guard have some of the best super heavies (or have we forgotten about these) like the baneblade and some awesome flyers hitting on sixes means that your not going to be hurting them often while a techpriest can fix a tank if your lucky and the more structure points the more quickly this is going to happen

You could consider a wraithgaurd heavy Eldar army. 10 with a warlock can be counted as a troops choice, but then again you have to BUY them *shudders*. But if you did, you'd have 10 T6 3+sv models with uber killly guns (short range though), then you could give the warlock conceal, giving the unit a 5+ cover save, and THEN add a farseer with fortune to the unit so they re-roll their saves every turn. Talk about tough. And you can forget about the falcon, but you can put 5 and 2 characters in a wave serpant. (I just don't want to leave you with only 2 choices, especially when one of them is a boring as Necrons )

Forget about the Falcon? That's one of the most frustrating vehicles in 40K to try and destroy. Sure, you can't fit Wraithguard in it, but even without cargo, the thing's frickkin' nasty.

There's an Eldar player around here, who sometimes runs an army with three Squads of Warp Spiders, two of Pathfinders, a big Squad of Harlequins with VoT, VibroCannon Battery, a Falcon, and a Farseer. He tabled me on turn 5 with only one Squad of Warp Spiders and the VibroCannon battery destroyed. Everything else was still scoring. Fighting it's like trying to punch fog, sooooo frustrating. Harder to make it work than 'Crons, though.

Actually, there was just a discussion about the all Wraithguard army over on Ordo Fanaticus, and the conclusion seemed to be that it was pretty good up unless you played someone with a lot of Las/Plas or Ordnance. The usual Russ/Bassie/Bassie/2 Platoons with Las/Plas IG army, for instance, will just take it apart.

I was just saying you can't fit any wraithgaurd in a falcon, I wasn't saying you shouldn't consider it. In fact it could go great with an army cenered around wraithgaurd, as it could be used as valuable anti tank. Or you could throw in a wraithlord (or more for fluffyness, and it fits your theme with T8), or a fire prism or two, or some fire dragons in a wave serpent to deal with tanks that could blast your wraithgaurd (who still would have 5+ cover saves with a warlock with conceal, that's re-rollable with a farseer with fortune). Against troops with such weapons theirs always trusty dire avengers (especially with a wave serpant). Or maybe even gaurdians.

Necrons would have a similar problem against the a plasma/las cannon heavy list, as would nurgal marines. Any conceavable army has SOMETHING that's good against it. But I think the wraith army would be the "toughest" of what's been mentioned.
