Is the Hive Vanguard Formation any good?

I lost round 1 to bark star (Tied emperors will lost maelstrom, he won big game hunter by killing the 90 point warriors, that was the most expensive unit to die all game) Won round 2 against bark star (Relic which he had all game until I tabled him turn 5 as he didn't get the defensive powers)
Won Round 3 against dark angel battle company despite taking full overwatch (Tabled him round 3). Won Round 4 against Drop pod space wolves with the 5 runepriest formation (Denied the 6d6 power every turn and focused down psykers with flyrants)
Lost Round 5 against Tau monster mash (Double stormsurge and riptide wing. He had first turn so I tried null deploy only to have 2 of the flyrants and 4 GSC units stay off the board turn 2 even on 2+ reserves. What did come on got intercepted to death. Turn 3 the rest except 1 flyrant came on and got intercepted to death. Turn 4 the final flyrant came on and got intercepted to death)
Won Round 6 tabling a white scar battle company with kahn and hunters eye and wyvern artillary company tabling them by turn 3 (He tried to park all his vehicles in the corner and bubble wrap with scouts. Neophytes shot a hole, Flyrants opened a few vehicles and the slaughter fest began multicharging 5 of his units with 2 of mine every turn)

Is that legal in ITC? I thought a 'decurion' formation of detachments takes 2 spots of your 3.

Nevermind, it's specifically stated the opposite. Don't know what I was thinking.
