That's rather unlikely. So far, WD codices have not been accompanied with new model releases. So far (and I think the Sisters codex really reflects it) WD codices appear to be a test bed to see if their new ideas for the codex are functional/competitive.
Well that would be ok if there were models available in the first place.
I frankly don't see how forcing someone to pay over 1300kr (eq of 204 US$) just for the basic HQ+2troop is encouraging at all.
Was this codex release poorly timed? yes, insofar as it is difficult and expensive to get the correct models. That said, you could always convert your own out of IG and space marine bitz if you wanted.
If you're not going to buy new metal models (I certainly wouldn't)
If you're not going to buy used or discounted from ebay or elsewhere (I almost certainly wouldn't)
If you're not going to convert your own army to "count as" SoB (I probably wouldn't)
Then don't worry about it - you're apparently not a big enough fan of the Sisters as it is. Eventually they'll come out with plastic and resin kits. As it is now, they MAY release some resins soon (celestine and the witch hunter henchmen come to mind) - and by soon I mean, "within the next 12 months".
The space between the BA(4th ed) WD codex and the BA(5th ed) was 3 years, so I think we can reasonably see a new codex for the Sisters within the next 2-3 years - which would fit in with them redesigning the model range (as with the Dark eldar)
I think that's plenty of time for people to try out the new units/concepts enough for them to expand the army when they roll out the new codex. In the mean time, they're throwing us a bone and we all get to chew on the new SoB...
