Templates use the Out of Range rule the same way as any other ranged weapon.

Sure you can... the template indicates how many hits you get, but not necessarily which models will get wounds allocated.
The Out of Range rule has no effect on which models get hit...

Aye, if bolter fire killed those 4 genestealers before the flamer wounds were allocated, then those wounds would hit the squad in cover.

If the wounds are in the pool, they won't disappear unless you lose line of sight.
I'll give and example: A 10 man necron warrior squad unloads a full 20 shots into a unit, and the Harbinger of Despair with them hits 4 models with his template.
The dice gods love this necron player, and not only do all shots hit, but all of them wound too!
If you allocate the gauss flayer wounds then harbinger wounds, 20 devil gaunts bite the dust, and since you had them conga-lined, you remove the closest 20. Then the harbinger wounds are allocated, and even though your last 10 devil gaunts are now clearly out of range of the initial template, they still take the wounds and you peel 4 more out of the unit.
The rules go out of the way to explain this is 100% possible. After you determine hits, range means jack. It is hard to set up instances where this can be abused, and honestly, it isn't really worth trying to abuse most of the time. You would have to build the entire unit around this one tactic, and it would suck against anything with a gun that has a longer range than 12".
